Russia as a source of political controversy and international concern is, apparently, nothing new. Two key issues that caused controversy between Russia and the rest of the world was its persecution of the Jews, and its Siberian exile system. This section looks at some of the issues of Victorian-era Russia that aroused concern and discussion around the world.
